The article proposes an alternative approach to the paradigm that separates the new urban movements that emerged from the 1970s onwards from the revindications for the right to the city of the previous democratic period. It argues that these are two cycles of struggles in a prolonged process of collective actions about urban claims in different phases of the metropolization process of São Paulo.
